Trademarks in the United States can be filed in state and federal levels of government.  Every state has an administrative agency (trademark office) that can accept trademark applications and issue certificates of registration.

The United States Patent and Trademark Office (USPTO) is a government agency in the federal level that can accept applications and issue certificates of registration.  

All of these agencies have different processes and legal requirements which can vary.  However, the state level agencies typically have a faster turn-around time to review and issue trademark certificates.
